In an era of rising public scrutiny and rapidly evolving communications platforms, the role of communicators in local government has never been more critical. This candid conversation between Long Beach City Manager Tom Modica and Chief Communications Officer Kevin Lee, moderated by Port of Long Beach Director of Communications and Community Relations Stephanie Montuya-Morisky, will explore why communications must be more than a support function—it must be at the center of leadership and decision-making. Together, they will reflect on how embedding communications at the highest levels of government allows cities to be more transparent, responsive and connected to their communities. From crisis management to the day-to-day work sharing programs, initiatives and policies with the community, they’ll discuss how a strong communicator at the leadership table helps bridge the gap between internal bureaucracy and public need. Attendees will hear firsthand how Long Beach has elevated communications as a strategic function and what it takes for communicators to earn and sustain a seat at the table. The session will dive into the skill sets and mindsets communicators need to thrive in executive spaces, gain trust from City leaders and effectively serve the public.
