Elaine Jennings is a distinguished expert in crisis communication, media relations, and an experienced trainer with over two decades of experience guiding organizations, government officials, and corporate businesses through critical situations and transformative opportunities. Specializing in terrorism, emergency response, and strategic communication, Elaine has collaborated with public and private sector entities to develop robust countermeasures against terrorist threats and implement comprehensive crisis communication strategies.

Elaine’s expertise in media relations is exemplified by her experience as an on-camera spokesperson and her leadership in crafting effective messaging for high-profile organizations. During her tenure in Governor Schwarzenegger’s Administration, she held key communication roles, including Director of Media Advance and Press Secretary for the California Department of Corrections. Her work included spearheading initiatives to educate elected officials on emergency management and collaborating with the White House to develop communication strategies for nuclear incident scenarios.

As an experienced trainer, Elaine has been instrumental in developing and delivering training programs on crisis communication and media relations, helping organizations and jurisdictions enhance their preparedness and response capabilities. Most recently, she was hired by the National Nuclear Security Administration to train jurisdictions in crisis communication, further solidifying her reputation as a leader in the field.

In her current role as the founder and leader of the Jennings Consulting Group, Elaine continues to drive excellence in crisis communication, media relations, and training. She has worked with prestigious clients such as Super Bowl 50, AEG LA LIVE, Major League Baseball, and Paramount Studios, where she led the development of crisis communication plans. Additionally, Elaine has provided strategic communication services to Lawrence Livermore National Lab, the City of San Diego Office of Homeland Security, and the California Department of Water Resources.

Elaine holds an M.A. in Homeland Security and Defense from the Naval Postgraduate School and a B.A. in Political Science/International Relations from California State University, Northridge. She also teaches a course on Leadership and Crisis Communication during emergencies at the University of Southern California’s (USC) Safe Communities Institute and is an instructor for the California Specialized Training Institute (CSTI)
