Ian Bastek serves is the Chief Deputy Director for Operations at the California Governor’s Office of Emergency Services (Cal OES) where he oversees four directorates including Planning, Preparedness, and Prevention; Response Operations; Recovery; and Homeland Security. In his appointed role as Deputy Director of Response Operations, Ian leads a directorate of over 175 sworn and credentialed personnel within the nation’s premier state-level Emergency Management and Homeland Security Agency. Charged with protecting the nearly 39 million residents of California from all threats and hazards, Ian is responsible for ensuring the agency’s readiness whenever an incident or disaster occurs. Additionally, he leads the state’s consequence management planning and coordination for all Special Event Assessment Rating and National Special Security Events, including the recent 2026 FIFA World Cup and America 250 events, plus the upcoming Super Bowl LXI in Inglewood, and the 2028 Los Angeles Olympic and Paralympic Games.
In 2024, Ian retired from the United States Coast Guard (USCG) after over 27 years of active-duty service where his final assignment was as the Commanding Officer of Coast Guard Air Station Sacramento. Prior to command, he served as the USCG and DHS Joint Task Force – East Liaison to NORAD and USNORTHCOM, in command level positions at the USCG Aviation Training Center, staff assignments at USCG Headquarters, and at various operational aviation and surface units. He is an accomplished aviator with over 4000 military flight hours on the service’s HC-130H/J, HC-144A/B, and C-27J aircraft. Ian graduated from the United States Coast Guard Academy with a Bachelor of Science in Management and earned a Master of Aeronautical Science from Embry Riddle Aeronautical University. Additionally, he earned a Graduate Certificate in Leadership and Ethics from Spring Hill College, is a Partnership for Public Service Excellence in Government Fellow and graduated from the Naval Postgraduate School’s Executive Leadership Program in June 2026.
