Leslie R. Arroyo, MBA is an accomplished municipal executive with nearly 30 years of leadership experience spanning local government, strategic communications, business consulting, and media. She currently serves as the City Manager for the City of Saratoga, where she leads city operations, advises the City Council on strategic priorities, oversees labor negotiations, emergency management, intergovernmental partnerships, and organizational performance, while fostering a culture of transparency, collaboration, and exceptional public service. Prior to joining Saratoga, Leslie served as Deputy City Manager and Director of Communications for the City of South San Francisco, where she led citywide strategic initiatives, emergency communications, community engagement, and organizational branding. Earlier in her career, she held executive leadership positions at two global public relations firms, managing communications and marketing strategies for Fortune 500 companies, following her work as a television news reporter and anchor and as a business consultant with Accenture. Leslie holds a Master of Business Administration from San Francisco State University and a bachelor’s degree in marketing from the University of Minnesota, Carlson School of Business. She is a certified labor negotiator, FEMA Advanced Public Information Officer, and Director of Emergency Services for the City of Saratoga. Throughout her career, she has earned numerous national awards for leadership, communications, and community engagement, and is recognized for building high-performing teams, strengthening partnerships, and delivering innovative, resident-focused solutions that enhance organizational effectiveness and community trust.
