Heather Sumagaysay is the Deputy City Manager for the City of Simi Valley, where she provides executive leadership for strategic initiatives, community services and programs, legislative affairs, emergency management, and organizational excellence. During her more than 20-year career in local government, she has served the cities of Simi Valley, Ventura, Santa Clarita, and Beverly Hills, as well as the Ventura County Fire Department, building a career that has evolved from public information and communications to executive leadership.

Known for her collaborative leadership style and ability to build trust across organizations, Heather is passionate about helping public servants expand their influence, embrace innovation, and lead with purpose. She also serves on the Board of Directors for Ventura County Credit Union, providing governance and strategic oversight for one of the region's largest member-owned financial institutions. Heather holds a master's degree from The George Washington University, a bachelor's degree from San Diego State University, and is a graduate of the Stanford Local Government Institute Executive Program.
