Brian has worked in municipal finance for over 26 years and is passionate about public service, local government leadership, and the communities he serves. Prior to joining the City of Moreno Valley, Brian worked for the City of Rialto for more than 10 years and the San Bernardino County Retirement Association (SBCERA) for more than six years.
Prior to becoming City Manager, Brian served as the Assistant City Manager/CFO/Treasurer & Financial Resources Division Manager for the City of Moreno Valley. His experience navigating complex organizational, financial, and community priorities has shaped his approach to leadership and his belief that successful local government depends on collaboration, transparency, innovation, and strong relationships.
He holds a Bachelor of Science in Business Administration with a concentration in Accounting.
As City Manager, Brian is committed to bringing people together, fostering meaningful community and business partnerships, and creating an environment where innovative ideas can take root. He believes that local government leaders have an important role in building trust, communicating effectively, and finding new ways to connect government with the communities it serves. Brian is passionate about embracing community and strives to build on existing and future innovative and educational initiatives to reinforce long-lasting relationships and help the City evolve.
Brian brings a practical, collaborative leadership perspective shaped by more than two decades in local government. He is particularly passionate about the opportunities and challenges facing today’s public-sector leaders and the importance of remaining adaptable, forward-thinking, and connected to the people they serve.
On a personal note, he and his wife Paula enjoy traveling, concerts, experimenting with food of different cultures, and spending time with their family, especially the dogs and cat. As an avid film and music junkie, Brian is always up for a trivia challenge. Brian also loves golf and enjoys hiking local City trails. He is also a longtime sports fan, following NASCAR, Formula 1, tennis, football, and soccer, which he played and coached for many years.
Together, he and Paula have four children, Hannah, Amanda, Sam, and Haley, and one grandchild, Kennedy.
