Gabriela is a communications specialist with more than 25 years of experience in media relations, public outreach and public affairs. and. Her experience includes development of communications strategies and long-range programs, public outreach and engagement that incorporates all forms of media and technology.

Gabriela’s career began in print journalism and television news, including work at two CNN bureaus and KCBS News. Her political experience includes press advance for a presidential campaign and work at the White House Office of Public Liaison (known today as the Office of Public Engagement). Gabriela worked as an intergovernmental affairs officer for Governor Pedro Rossello of Puerto Rico, working in his Washington, D.C. Administration offices with sensitive coordination for this U.S. Commonwealth territory, its representative in Congress and partners in the White House, National Governor’s Association, FEMA and key U.S. regions.

Upon returning to California, Gabriela joined a San Diego public affairs firm where she managed public outreach programs for major environmental and public works projects. From 1999 to 2001, Gabriela served as the lead facilitator for the Monsanto/ISP Alginates/Kelco Community Advisory Panel, having received training in facilitation and mediation from Prudential Community Interaction Consulting. From 2002 to 2010 Gabriela developed and implemented Public Outreach Plans for e-Government initiatives (Laguna Hills and Rancho Santa Margarita, CA; Urbandale, IA, Houston, TX; Abu Dhabi, UAE). Since then, she has worked with global consulting firms.

Gabriela is a frequent speaker at national municipal management conferences, presenting on topics that include Smart Cities, e-Government and leading trends in media and civic innovation.

Gabriela also works with startups and served as Director of Strategic Initiatives for StartupCircle and is a founding partner and spokesperson for Plug and Play San Diego. She was instrumental in helping to convince the Silicon Valley giant Plug and Play Tech Center to launch its first U.S. satellite in San Diego.

A native of Guadalajara, Mexico, Gabriela is fluent in Spanish and offers true bi-cultural engagement for diverse communities. She has provided Hispanic outreach for multiple public and private sector agencies in the U.S., Mexico and Spain. She currently serves on the San Diego City College Industry Advisory Board (School of Business and Accounting), appointed in 2015 and on several NV5 Diversity & Inclusion Committees. She is also a boardmember for “FLOW” (Fellowship Latinos of Water). A native of Guadalajara, Mexico, Gabriela is fluent in Spanish. She graduated from UCLA and also studied at the Universidad Complutense in Madrid, Spain.
