An officer-involved shooting can be a traumatic event for a community that has the potential to test a community’s trust in their law enforcement agency. An effective video message incorporating bodycam footage can help the community understand how such a shooting came to occur, what issues officers were facing at the time of the shooting, and why a use of force ultimately occurred. In a process that would have been considered radical in past years, the City of Riverside effectively produces messages to the community whenever an officer-involved shooting occurs. These videos allow Chief Larry Gonzalez to speak directly to Riverside residents and explain, step by step, what is occurring on the bodycam video, why each step is important in determining whether a use of force is necessary, and why a specific outcome resulted. Nobody wants to be in this position, but these videos assist the Riverside Police Department, and the City of Riverside, in maintaining community trust. Transparency is often the difference between a community understanding why an office-involved shooting occurred and reaching closure, as compared to a community outcry and potential criticism. The City of Riverside produces these videos in-house with editing assistance from the RiversideTV staff. RPD Public Information Officer Ryan Railsback describes how the videos comes together, the role of the bodycam footage and the sensitive issues that must be navigated along the way. Riverside has a unique perspective on the videos, having seen first-hand how a controversial OIS can cause great concern in the community and become a national incident. City of Riverside Public Information Officer Phil Pitchford, who covered that incident as a newspaper reporter, will contrast that outcome to current practices.
