Chelsea Palacio is the Public Information Manager for the City of San José’s Information Technology Department and Office of Emergency Management. She oversees strategic communications, public engagement, and media relations for citywide IT and emergency management initiatives. Her work includes leading public outreach for San José 311, emergency preparedness programs, and IT projects involving emerging technologies such as artificial intelligence (AI). She also supports efforts to promote equity and transparency by ensuring public communications are available in the community’s top four languages: English, Spanish, Vietnamese, and Chinese.
As Public Information Manager for the Information Technology Department, Chelsea also serves as the Public Information Officer for the GovAI Coalition, an international AI initiative launched by the City of San José in 2023. The Coalition has grown to more than 3,000 members representing more than 900 government agencies across seven countries.
Chelsea earned a Bachelor of Fine Arts in Graphic Design from the University of the Pacific. She is also a certified Advanced Public Information Officer through the Federal Emergency Management Agency (FEMA).
