Kevin Phillips has been with Paradise Irrigation District for 15 years. During his time there, he served as the Finance and Accounting Manager, the CFO, and the District Manager. As District Manager, Mr. Phillips led the District through the difficult water restoration period after the Camp Fire. Mr. Phillips has also served as Town Manager of the Town of Paradise from August 2020 through April 2023 and Director of Member Outreach for ACWA-JPIA from April 2023 to August 2024.

As a Certified Public Accountant, Phillips worked with Matson & Isom Accountancy Corporation (Chico, CA) from 2000 to 2007. He attended Cal Poly, San Luis Obispo, where he earned a Bachelor of Science in Business Administration with a concentration in Accounting and Finance.
