Mr. Hamburger joined the City of Agoura Hills in 2006, bringing a municipal government background of over six years. He was appointed Assistant City Manager in 2007. In July 2020, Mr. Hamburger was appointed the City Manager and has assisted the community through the COVID-19 pandemic, the implementation of the City’s Climate Action and Adaptation Plan, the adoption of the City’s 6th Cycle Housing Element and General Plan updates, and the several large roadway capital improvements including the Roadside Bridge extension and the completion of the U.S 101 Palo Comado Interchange. Some of his past duties involved the following: budget oversight, management of the Building and Safety division, human resources, public information, Information
Technology, economic development and business retention, oversight of the Successor Agency and Oversight Board related to the former Redevelopment Agency, legislative matters and capital improvement projects, including the oversight of the construction of the City’s state of the art Recreation and Event Center.
Mr. Hamburger earned a Bachelor of Arts degree in Political Science with minors in
Business Administration and Criminal Justice from California State University at Fullerton in 2000, and a Master’s degree in Public Administration from the University of Southern California in 2002. He has been a member of the International City/County Management Association (ICMA), California City Management Foundation (CCMF) and the Municipal Management Association of Southern California (MMASC), serving over six years on the executive board.
