Elisa Mendez is a Principal Public Affairs Representative in the External Affairs Group at the Metropolitan Water District of Southern California. She leads outreach for Metropolitan’s capital improvement projects and serves as the outreach lead for the Pure Water Southern California program. Since January 2023, she has spearheaded program outreach efforts, engaging communities and stakeholders to build awareness and support for this critical initiative.

Elisa brings more than 20 years of progressive experience delivering high-quality strategic program and project management support, working closely with executive leadership, the Board of Directors, and Human Resources. She has served as President of the Association of Confidential Employees, Vice President of the Hispanic Employees Association, and as a member of Metropolitan’s Diversity, Equity, and Inclusion Committee.

Elisa holds a bachelor’s degree in Human Resources Management from the University of Arizona Global, a professional certificate in Public Engagement from Pepperdine University’s School of Public Policy, and is a member of the California Association of Public Information Officers.
