Tiffany Baca designs and leads cross-sector coalitions that strengthen California’s water future. Her work sits at the intersection of education, civic readiness, communications, and workforce strategy, aligning educators, utilities, researchers, and community partners around infrastructure resilience.
At MWDOC, she leads a high-performing, multidisciplinary team that designs and delivers comprehensive K-20 water education initiatives, including the long-standing School Programs, which alone have generated more than 3.5 million student experiences, with millions more reached through complementary stewardship and educator programs.
She has guided the growth of a statewide alliance of more than 260 organizations focused on modernizing career pathways and strengthening workforce continuity in the water and energy sectors. Under her leadership, partnerships produced California’s first statewide water and wastewater workforce report, launched multilingual career campaigns reaching hundreds of thousands of students and educators, and advanced practical frameworks that help agencies address succession planning and skills alignment.
Tiffany integrates early water literacy, civic understanding, and career awareness into a connected continuum that supports informed communities and stable infrastructure systems. She positions water education as civic infrastructure and views preparation of the next generation as both environmental stewardship and economic strategy.
In 2020, she was recognized as Communicator of the Year by the California Association of Public Information Officials.
